In September 2024, the NCad presented an evaluation of the transition towards non-animal science and the impact of its 2016 transition advice, also known as Transition Policy Advice 1.0, to the Minister of Agriculture, Fisheries, Food security and Nature. This evaluation report formulates several findings and concepts that initiate the broad discussion about the future of scientific research involving animals.
For instance, the evaluation suggests that the transition could gain momentum if the social sphere-including citizens, patients, and consumers—were more actively involved. Taking into account the new insights on animal capabilities, further articulating and propagating a new vision on the relationship between humans and animals does justice to animals.
This broad discussion will be facilitated by NCad through the organization of stakeholder consultations, which will be used to formulate a new policy advice on the transition towards animal-free research in 2025, our Transition Policy Advice 2.0. The advice will be drawn up by NCad on its own initiative. The transition policy advice will further shape the transition path towards the final goal of the global transition: a society without animal experiments.

Animation together, we are building a society without animal experiments.

Together, we are building a society without animal experiments.
We are working towards a society without animal experiments.
Not just as an ideal, but as a shared compass.
A vision of the future that already guides our actions today.
In a complex field like animal testing, it is important to state clearly where we want to go.
Even if we do not yet know exactly how to get there – or whether that will be fully achievable.
The path differs per domain.
Sometimes progress is swift, sometimes it takes more time.
The future is unpredictable – new developments can change a lot.
Interim goals guide us for now, without losing sight of the final goal.
An animal-free society demands something from all of us: It is about more than technological innovation.
It is also about social dialogue and making choices that give values and ethics a stronger place in policy, education and funding.
A society without animal experiments will not happen by itself.
But the choices we make today determine where we will be tomorrow.
