On 9 September 2026, the NCad presented the policy advice report 'From niche to norm – Transition Policy Advice: working together towards a society without animal experiments' to the Ministry of Agriculture, Fisheries, Food Security and Nature. The NCad issued this policy advice on its own initiative, as a follow-up to the 2016 Transition Policy Advice and the 2024 evaluation report.

The policy advice is based on an extensive process of information gathering and perspective exploration: an open survey for input, four thematic stakeholder meetings and a concluding meeting with national and international participants from science, industry, government and civil society organisations. In addition, the NCad held targeted discussions with experts and representatives, and commissioned expert reports on ethical and transition studies.

The policy advice sets out five pillars: governance and ownership, reassessment of the ethical framework, innovation and ecosystem policy, international strategy, and monitoring. For each pillar, the policy advice contains recommendations to the Minister and other responsible ministers on the conditions under which research, policy and practice can jointly contribute to the transition.
